Mr. Levine is a Professional Engineer in NY and NJ in private consulting practice since 1983. He has worked in the field of Traffic, Highway and Civil Engineering since 1970. He has a BSCE from Michigan State University and a MSTE from Rensselaer Polytechnic Institute. Mr. Levine also has extensive training and background in Accident Reconstruction including computer application for court work. He has been accepted as an expert in Federal, State Court of Claims and Supreme Courts throughout NY and has worked in New York, New Jersey, Massachusetts, Vermont, Maryland, Pennsylvania and elsewhere in the US.
Mr. Levine works very closely with both plaintiff and defendant attorneys in assisting both before and during trial. Steve Hawkins has a deep understanding of occupational safety and health and extensive knowledge of and experience with OSHA and the regulatory environment.  He is well versed in regulations, standards, and OSHA policies and procedures.

      Steve Hawkins has more than 30 years of workplace safety and health experience.  He is currently the Vice President of FDRsafety LLC, a full-service safety and health consulting firm located in Franklin, TN.  He began his career as a safety and health compliance officer for the Tennessee OSHA program.  He was promoted to area office supervisor, statewide safety manager, assistant program administrator, and program administrator.  Steve managed the Tennessee OSHA program for 20 years.  He served as the deputy commissioner of the Tennessee Department of Labor and Workforce Development before leaving state service.  He was active on the national level servicing on the OSHA Advisory Committee for Construction Safety and Health (ACCSH) and on the board of directors for the Occupational Safety and Health State Plan Association (OSHSPA) and served as the chair of the organization.  When he retired from state service he was serving as the Chairperson of the organization.

    Steve is a member of the following councils and committees: Tennessee Blasting Advisory Council, Tennessee Associated Builders and Contractors Safety Advisory Committee, Associated General Contractors Safety Committee, and the Tennessee Road Builders Association Safety Committee.

Steve is currently a member of the Board of Directors of the Tennessee Safety and Health Conference.

Steve graduated from the College of Engineering at Tennessee Technological University in 1986 with a BS in Industrial Technology. In 2016, he was recognized by the university as the Technologist of Distinction and was admitted to the Academy of Renaissance Engineering. He is also a member of the Manufacturing and Engineering Technology Advisory board at the university.

Jim has successfully dealt with occupational safety and health issues while working in both the public and private sectors – as a former career OSHA official including being Deputy Assistant Secretary of Labor for OSHA and as the Vice President and Corporate Director of Safety for AK Steel. He has testified extensively as an expert witness on occupational safety and health and has served on the most important committee advising the U.S. Department of Labor on safety and health issues.

Jim began his safety career investigating accidents on the Philadelphia waterfront for Liberty Mutual Insurance Co., providing him with expertise on maritime and industrial equipment safety. In early 1971, he joined the U.S. Department of Labor’s Occupational Safety and Health Administration as one of its original compliance officers.

Jim spent 25 years with OSHA in area office, regional and national leadership roles, including Regional Administrator for New York, one of the most industrialized regions in the country. His OSHA career culminated in his appointment as Deputy Assistant Secretary of Labor (a career position that is the No. 2 job at the agency). During his tenure, he was intimately involved with many of the most complex cases and was instrumental in creating many of the current OSHA policies and procedures.

After retiring from OSHA in 1996, Jim was elected Vice President, Safety and Health for AK Steel, the third largest steel company in the United States at that time. After an eight-year career at AK Steel leading a world-class safety program, he joined FDRsafety as President in 2004.

Jim is a former member of the Board of Directors and Executive Committee of the National Safety Council and is a member of the Safety and Health Committee for AIST, the Association for Iron and Steel Technology. He is a professional member of American Society of Safety Engineers and a member of the editorial advisory board for Thompson Publishing Group’s OSHA Guide for Healthcare Facilities. He has also served on the National Advisory Committee for Occupational Safety and Health (NACOSH).
